Subject : Amendment in Import Policy of Copper and Aluminium under Chapter-74 and Chapter-76 of ITC (HS), 2017, Schedule-I (Import Policy) – reg.

S.O. 1427(E).—In exercise of powers conferred by Section 3 & 9 of FT (D&R) Act, 1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, as amended from time to time, the Central Government hereby amends the import policy for the following items under Chapters 74 and 76 of ITC HS classification from ‘Free’ to ‘Free with compulsory registration’ under Non Ferrous Metal Import Monitoring System (NFMIMS) and inserts a new policy condition in Chapters 74 and 76 of ITC(HS), 2017:

a. A new Policy Condition is inserted in Chapter-74 (as Policy Condition
3) of ITC(HS) 2017, Schedule-I (Import Policy) as under:

Import Policy for the items as listed in Annexure-I have been revised from ‘Free’ to ‘Free subject to compulsory registration’ under Non-Ferrous Metal Import Monitoring System (NFMIMS).’

b. A new Policy Condition is inserted in Chapter-76 (as Policy Condition
1) of ITC (HS) 2017, Schedule-I (Import Policy) as under:

Import Policy for the items as listed in Annexure-II have been revised from ‘Free’ to ‘Free subject to compulsory registration’ under Non-Ferrous Metal Import Monitoring System (NFMIMS).’

c. The Non Ferrous Metal Import Monitoring System (NFMIMS) shall require importers to submit advance information in an online system for import of items in the Annexure-I (for copper) and Annexure-II (for aluminium) and obtain an automatic registration number by paying a registration fee of Rs.500/-. The importer can apply for registration not earlier than 60th day and not later than 5th day before the expected date of arrival of import consignment. The automatic number thus granted shall remain valid for a period of 75 days.

d. Importer shall have to enter the Registration number and expiry date of Registration in the Bill of Entry to enable Customs for clearance of consignment.

e. The Non Ferrous Metal Import Monitoring System (NFMIMS) will be effective from 12.04.2021 i.e. for Bills of Entry filed on or after 12.04.2021 for items listed at Annexure-I and Annexure-II to the Notification. The facility of online registration will be available with effect from 5th April 2021 at http://imports.gov.in.

Effect of the Notification: Import of specific items in Chapter-74 and Chapter-76 of ITC(HS) 2021 are subject to compulsory registration under Non Ferrous Metal Import Monitoring System (NFMIMS).

This issues with the approval of Minister of Commerce & Industry.
